Hirono: Military cuts could affect Hawaii tourism

U.S. Sen. Mazie Hirono says budget cuts to defense spending could affect Hawaii tourism.

Drastic budget cuts that could go into effect March 1 would not only mean a reduction in defense spending in Hawaii, but it could also impact tourism, U.S. Sen. Mazie Hirono said Monday.

If Congress doesn?t approve a plan to slash spending by March 1, the cuts would mean thousands of Department of Defense civilian employees being furloughed as well as Federal Aviation Administration air traffic controllers being laid off, which could impact tourism in Hawaii, she said.

?Clearly, this is not the way to go,? Hirono said during a conference call with Hawaii media.

According to U.S. Pacific Command, there are 19,000 DOD civilian employees in Hawaii. PACOM could not comment about the impact on any cuts here, but military officials said they are awaiting directions from the Pentagon if the cuts do happen.

Hirono said thousands of jobs would also be lost, including 2,200 in the health-care industry.

If a deal isn?t reached, the more than $2 billion in defense contracts here in Hawaii could be cut by 10 percent and contracts may have to be restructured, Hirono said.

?It?s really poor business. It?s poor budgeting,? she added. ?We are working very hard on the Senate side to come up with an alternative that would prevent [the reductions].?

In addition to reducing spending, the government needs to look at ways to generate more revenues and create more jobs, she added.

Mark Zuckerberg, Paul Allen, Young Tech Elite Top List Of 2012 Donors

If the word "philanthropy" conjures up solely images of stodgy foundations and out-of-touch donors, it may be time to clear your cache.

At the top of The Chronicle of Philanthropy's list of major donors in 2012, three of the top givers hail from the world of tech, and three couples are under 40.

?We?ve just never seen this in philanthropy,? Chronicle editor Stacy Palmer, told Forbes. ?Usually we have pictures of old white men on the top of the list.?

The top 50 donors on the list pledged a total of $7.4 billion, with a median gift of $49.6 million.

This is down from 2011's $10.4 billion, which included one large bequest. Without it, giving totaled $4.4 billion in 2011, the Chronicle reported.

Most of the donations this past year went to large institutions, higher education, arts and culture, hospitals, and private foundations.

Some of the largest reasons for giving were local community needs, concerns about budget cuts and donors seeking to fill the gaps, as wells as increasing college tuition price tags.

Warren Buffett, the No. 1 donor, gave $3.1 billion to his three children's foundations. Mark Zuckerberg and his wife, Priscilla Chan, were the second largest givers, pledging $498.8 million to the Silicon Valley Community Foundation, according to the Chronicle.

Paul Allen, co-founder of Microsoft, gave to the Allen Institute for Brain Science, among others. Google co-founder Sergey Brin and his wife, Anne Wojcicki Brin, gave to the Michael J. Fox Foundation for Parkinson's Research, as well as other recipients.

Silicon Valley tech titans have been credited with bolstering charity in 2012 through their "uber gifts," Rob Mitchell, CEO of the Atlas of Giving, told the Huffington Post in January.

The top names in tech gave $1.4 billion to charity in 2012, according to a Wall Street Journal study by Equilar. Facebook founder Mark Zuckerberg, eBay founder Pierre Omidyar and Google co-founder Sergey Brin topped the list. All three were among eight of the top 10 Silicon Valley-related donors who increased their stock giving from 2011 to 2012.

This trend may characterize a Silicon Valley philanthropy "reboot," meaning tech titans are becoming known for both giving and earning. Laura Arrillaga-Andreessen, founder of a social venture fund SV2, explained to the New York Times:

?The word ?philanthropy? brings up an image of somebody who?s had an illustrious career, has retired and is giving to highly established institutions that may or may not have ivy growing up their walls,? she said. ?I personally have felt the need to give philanthropy a reboot.?

Bill Gates and Mayor Michael Bloomberg were not listed on the Philanthropy 50 because the list does not count payments on past pledges or foundation grants, the Chronicle explained. Gates contributed millions to pay of his pledge and Bloomberg's donations included foundation grants which excluded them from the list.

Charitable giving in 2013 is slated to increase only 1.6 percent compared with last year, according to the Atlas of Giving, with issues such as the environment forecasted to receive more attention.

    (AP) ? "Identity Thief" has turned out to be the real thing at the North American box office.

    The comedy starring Jason Bateman and Melissa McCarthy debuted at No. 1 with a $36.6 million opening weekend, according to studio estimates Sunday.

    "Identity Thief" opened solidly despite the winter storm that buried much of the U.S. Northeast. Distributor Universal Pictures estimates the storm might have choked off as much as 10 percent of the movie's business.

    "It took such a chunk out of the business this weekend. But we can't control Mother Nature," said Nikki Rocco, Universal's head of distribution. "We probably could have hit $40 million if it weren't for the weather this weekend."

    The previous weekend's top movie, the zombie romance "Warm Bodies," fell to No. 2 with $11.5 million. That raises its domestic total to $36.7 million.

    The weekend's other new wide release, Steven Soderbergh's thriller "Side Effects," had a modest opening of $10 million, coming in at No. 3.

    Tom Cruise's 1986 hit "Top Gun" took flight again in theaters with a 3-D reissue that pulled in $1.9 million in narrow release of 300 theaters. The movie has a short run on the big-screen leading up to its Feb. 19 3-D release on DVD and Blu-ray.

    Overall domestic revenues were down sharply from a year ago, when four movies had big openings ? "The Vow," ''Safe House," ''Journey 2: The Mysterious Island" and a 3-D reissue of "Star Wars: Episode I ? The Phantom Menace."

    Receipts totaled $105 million, down 45 percent from the same weekend last year ? which was the only non-holiday weekend to have four movies open with more than $20 million, according to box-office tracker Hollywood.com.

    "The same weekend a year ago was such a tremendous weekend," said Hollywood.com analyst Paul Dergarabedian. "It's really tough to live up to a weekend like we had last year. It was sort of a foregone conclusion that this was going to be a down weekend."

    "Identity Thief" came in above industry expectations despite the storm and poor reviews for the comedy, which stars Bateman as a man chasing down a con artist (McCarthy) who has racked up thousands of dollars of charges in his name.

    The combination of the actors and the premise made it a review-proof comedy, Rocco said.

    "I think people just want to be entertained," Rocco said. "The chemistry between Jason and Melissa is the reason why this picture is doing so well."

    Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.

    Seagal, sheriff train Arizonans to guard schools

    PHOENIX (AP) ? The self-proclaimed "America's Toughest Sheriff" joined forces this weekend with action movie star Steven Seagal to train volunteer armed posse members to defend Phoenix-area schools against gunmen.

    Maricopa County Sheriff Joe Arpaio announced the controversial plan in the wake of the Newtown, Conn., school shooting that left 27 people dead, including the gunman and 20 first-graders.

    The exercise took place Saturday at a closed school site in suburban Fountain Hills, outside Phoenix, where sheriff's SWAT members acted as shooters and teenagers played the part of students during mock scenarios involving up to three gunmen.

    Seagal, best known for his roles in movies such as "Above the Law" and "Under Siege," planned to lead training on hand-to-hand defense tactics, among other techniques, drawing from his expertise in martial arts, according to a sheriff's office news release.

    Arpaio's office didn't respond to requests for comment Friday and Saturday, and Seagal representatives also did not return telephone messages from The Associated Press.

    When faced with criticism in January about the school posse plan, Arpaio snapped back, "Why would people complain about my posse being in front of schools to act as prevention?"

    He boldly announced the plan on the grounds of an elementary school, saying at the time he wanted the patrols publicized.

    "I want everyone to know about it for the deterrence effect," Arpaio said, adding that no taxpayer money would be spent on the patrols and volunteers will be supervised over the radio or telephone by actual deputies.

    Arizona Democratic House Minority Leader Chad Campbell called the plan to use Seagal as an instructor "ludicrous."

    "Steve Seagal is an actor. That's it. Why don't we also have Clint Eastwood and Chuck Norris and Bruce Willis come out and train them too while we're at it," Campbell said.

    Campbell has been a vocal critic of Arpaio's school posse protection plan, complaining that using untrained, armed civilians to protect students is a bad idea and likely will only make the facilities more dangerous.

    "He's making a mockery out of it. You're having a movie actor train people how to protect schools?" Campbell said.

    Randy Parraz, president of Citizens for a Better Arizona, also a longtime Arpaio critic, said it's unfortunate the sheriff, known nationally for his tough stance on illegal immigration, is using the "wake of a tragedy like Newtown" to grab headlines.

    "We'd like to think he would take something like this much more seriously," said Parraz, who added that his group planned to be at Saturday's event with petitions to recall Arpaio.

    The patrols were launched at 59 schools in January throughout unincorporated areas and communities that pay Arpaio's agency for police services. The sheriff announced this week he needs more members to continue the patrols, calling for 1,000 additional citizens to step up and volunteer.

    Current posse members already are used to bolster the sheriff's office force by providing police protection at malls during the holidays, directing traffic and transporting people to jail.

    Arpaio even sent one group of posse members to Hawaii to conduct an examination into the authenticity of President Barack Obama's birth certificate.

    Joselyn Wells, a mother of three children at a school in suburban Phoenix, where Arpaio's posse has begun patrolling, said she was excited to hear about the initiative.

    "A lot of people sit around and watch these things happen, watch key signs and no one wants to do anything about it," she said when Arpaio announced the plan. "Nobody wants conflict, nobody wants to be out in the limelight. And he doesn't care. He wants to do the right thing."

    Andrew Sanchez, however, a town council member in Guadalupe, said he wants nothing to do with posse members patrolling schools in his community, which spends about $1.2 million annually for Maricopa County sheriff's patrols.

    "We are paying him to have certified deputies here, not to bring a circus and not to use our town as a political platform," Sanchez has said.

    The volunteers, dressed in uniforms and driving patrol vehicles, some authorized to carry guns after training, won't go onto school grounds unless they spot danger, but will instead patrol around the facilities, Arpaio said.

    Seagal is already a volunteer posse member in Maricopa County and has been deputized with sheriff's offices in New Mexico, Texas and Louisiana, where a film crew followed the actor on ride-alongs with Jefferson Parish sheriff's deputies for the reality TV show "Steven Seagal: Lawman."

    Arpaio says other notable people also have joined his more than 3,000-strong volunteer armed posse, including "The Incredible Hulk" star Lou Ferrigno and actor Peter Lupus of TV's "Mission: Impossible."

    Police: 4 wounded in Bourbon Street shooting

    (AP) ? Gunfire wounded four people on New Orleans' famed Bourbon Street as a costumed crowd partied amid the countdown to Mardi Gras, sending people running, police and bystanders said.

    Four shots rang out rapidly Saturday night, followed by screams as some in the crowd staggered into one another and a nearby wall, video taken by a bystander and released by police showed. Authorities said in an email Sunday that an argument involving one of the victims led to the shooting. They described the video ? released early Sunday ? as showing two men leaving the argument and returning with a third before the gunfire erupted.

    No arrests were immediately reported, and police said they were seeking the three men who fled.

    The wounded were two males and two females, New Orleans Police spokesman Frank B. Robertson said. One male victim was in guarded condition Sunday with shots to the abdomen, thigh and pelvis, Robertson said. The second male was shot in the buttocks, one female was shot on the chin and right foot, and the second female was shot on the toe, according to Robertson's statement.

    Police had said late Saturday that the most severely wounded man was undergoing surgery while the others were stable. None was identified by age or name.

    The shooting came on the last weekend of partying before Mardi Gras, the Fat Tuesday celebration that is the signature tourist event of the year in New Orleans. And for thousands, the partying continued despite the shooting.

    New Orleans has been plagued for years by violent crime, including gun violence that has soared since Hurricane Katrina devastated the city in 2005.

    In 2011, sixteen people were shot and at least two killed in Halloween shootings in New Orleans. One of those killed ? a 25-year-old local resident ? was shot near the famous Chris Owens nightclub, about a block away from Saturday's incident.

    Police placed the Saturday shooting in the 400 block of Bourbon Street.

    Patrick Clay, 21, a Louisiana State University student, told The Times-Picayune that he was standing on the corner of Bourbon Street on Saturday night when suddenly he saw a crowd running and people screaming that there had been a shooting.

    "Everyone immediately started running and the cops immediately started running toward where people were running from," Clay said. "I was with a group of about seven people and at that point, we all just kind of grasped hands and made our way through the crowd as soon as possible."

    Some bartenders and revelers said the block of Bourbon Street where the shooting occurred was closed for a time while detectives investigated, but partying resumed hours later across that stretch.

    Julia Rosenthal, a 19-year-old from Westchester, N.Y., had mixed feelings about hanging out in the French Quarter after the shooting. "It's not an OK thing that happened, and it's definitely scary. But I'm not going to let it affect my night," she said.

    Peter Manabani, an employee at the Rat's Hole bar, said police had shut down a whole Bourbon Street block for an hour to investigate but allowed people to return to the area later.

    Hours later on Sunday, there was little evidence that a shooting had occurred. Overnight revelers were in full party mode, packing the block amid a heavy police presence.

    Laura Gonzalez, 21, of Baytown, Texas, said it was her first Mardi Gras and she spent some time in the Fat Catz bar nearby as police investigated. She said the bar locked its doors quickly after the shots rang out and wouldn't let anyone in or out while police went to the scene.

    Asked if it was frightening, she responded: "Not really. We were just locked in a bar and we weren't going to let this one incident wreck our party."

    Parades rolled all day Saturday but none on Bourbon Street because the streets are too narrow. One of the biggest Mardi Gras parades, the Krewe of Endymion, rolled down a major thoroughfare and just skirted Bourbon Street a few hours before the shooting. Typically, once the parades end, partygoers head to the French Quarter.
